Sub:- SBTET-TS- Hyderabad -Academics– Details of Readmission made in even semesters of 2017-18 academic year – Called for- Regarding.

With reference to the subject cited, you are requested to furnish the details of readmissions made at your institution in this academic year i.e., 2017-18 along with copy of Principals/RJD proceedings permitting the readmission as the case may be, as per the academic rules prescribed by SBTET, mentioned below immediately in the format enclosed.

Readmission Rules:

Readmission shall be granted to eligible candidates by the respective Principal for the students who applies for readmission within one year i.e., subsequent next academic year, if beyond the one year, it has to be referred to the RJD for permission. The readmissions are to be entertained, within 15 days (30-11-2017) after commencement of class work in any semester/year (Except Industrial Training including D-Pharmacy course).

Otherwise such cases shall not be considered for readmission for that semester/year and are advised to seek readmission in the subsequent eligible academic year.

The percentage of attendance of the readmitted candidates shall be calculated from the first day of commencement of the regular class work for that year/semester, as officially announced by CTE/SBTET, but not from the day on which he/she actually reported to the class work, after readmission is granted.

Hence, all the Principals are requested to furnish the details of students readmitted in even semesters i.e., 2nd, 4th and 6th semesters of all branches of your institution according to the enclosed format through mail to dsb.sbtet@gmail.com on or before 01-12-2017.

This may be treated as urgent.

With reference to the subject cited above, all the Principals of Polytechnics offering Mechanical and Automobile branches are hereby informed that there is a requirement of Mechanical and Automobile Diploma holders passing out in 2017-18 above 55% of scoring for positioning in KUN UNITED HYUNDAI as Service Advisor, Sales Executives and Customer Support Executive. SBTET – Board Diploma Examinations in the schemes of C14, C16 & ER-91 – Backlog examinations for C-05, ER–91 as the last and final mercy chance and Special mercy chance (First time) to C09 scheme  in Oct/Nov 2017 – Examination Notification issued

 

The student can also make the fee payment through payment gateway i.e. Debit Card/Credit Card/Net Banking. The amount collected from the students towards examination fee is to be paid online through multiple payment option. The money collected is to be deposited in somebody’s bank account having net banking facility and make the payment through <multiple payment> option. The reconciliation will take place immediately. The concerned Head of section can verify the status of the payment in the report placed in his login. The Polytechnics can make the fee payment  without fine only. During Late and Tatkal period the students have to make the fee payment through APOnline or Payment Gateway only. The Polytechnics have to make the fee payment during the period without fine only. If the Polytechnics failed in making the fee payment in-time, they have to pay the fee existing during that period.

 

Note : candidates data in the Diploma online fee portal so as to restrict the generation of hall ticket for the candidates who are not eligible to appear for the examination due to lack of attendance. For the regular candidates the hall tickets will be generated after closing date of fee payment.

The principals are requested to ensure that the Hall tickets will not be issued to the candidates who are detained for shortage of attendance even though they paid the examination fee. The details of detained candidates are to be uploaded to the fee payment portal.

Transfer of examination centre, for the students, is not permitted after last working day under any   circumstances.

Sub :  TECHNICAL EDUCATION-TSPOLYCET-2017 Admissions- Conduct of Institutional Spot Admission for left over seats - Instructions issued.




The Principals of Government/Aided/Private Polytechnics/ II Shift Polytechnics in Pvt. Engg Colleges in the State are well aware that the Final Phase of web allotments for Admission into First Year Diploma Courses in Engineering/Technology for the Academic Year 2017-18 were already placed in the website. The candidates were instructed to report at the respective Polytechnics latest by 19-07-2017. The following guidelines are issued to the Principals to enable them to fill the vacancies during Institutional Spot Admissions. Principals are requested to adhere to the time schedule and guidelines prescribed hereunder.


  1. The Convenor did not collect the original certificates of the candidate at the time of granting the provisional admission. Hence, the Principals are requested to thoroughly verify and collect all the original certificates and retain them till the candidate completes the course. 

  2. List of allotted candidates and vacancy position after conclusion of the web counselling are placed in the website.

  3. Candidates have been asked to report at the respective Polytechnics on or before          19-07-2017 without fail. Seats left unfilled at the end of final Phase are indicated in the vacancy position placed in website for TSPOLYCET http://tspolycetd.nic.in  http://tspolycet.nic.in.  Vacancy position of (unfilled seats at the end of latest phase of counselling) all colleges is placed in students website while the vacancy of concerned college can be downloaded by logging in through college login in the Department site).

  4. Principals/Managements of the colleges shall verify the list of candidates allotted to the respective institutions in final phase of counselling and shall not continue any candidate who are not present in the current list of allotments.  They shall be directed to report at the newly allotted Institution immediately. 

  5. All the Principals are hereby informed to update the joining details of the candidates on or before 20-07-2017 before arriving at the final vacancies to be considered for internal sliding and Spot Admissions.

  6. Principals shall inform the candidates that fee reimbursement is not applicable to the candidates sliding to other branches and shall collect the Tuition fee from such candidates, if they are under fee exempted category.

  7. Internal sliding of the candidates are permitted within the same shift.

  8. Final vacancy position for Spot Admissions shall be arrived after considering the internal sliding of the candidates and same shall be displayed on the notice board for spot admissions. 

  9. In Private Minority Institutions and Singareni Collaries Polytechnic College, Mancherial, Adilabad Dist 50% of seats (Diploma seats) will be filled by the Convenor and 50% of seats are to be filled by the Management for which there is no fee reimbursement.

  10. In Private Minority Institutions and Singareni Collaries Polytechnic College, Mancherial Dist where 50% of the seats are being filled by the Management shall follow the same guidelines and schedule given for the Spot Admissions.  Special Observer will be deputed to supervise the admission activity.

  11. 11.Fill the resultant vacancies after internal sliding with the candidates in the following order in the Institutional Spot Admissions.



(a)   First with Qualified candidates of TSPOLYCET 2017  in order of  merit, who have not taken admission so far  and secured 35% aggregate marks with Mathematics as one of the subject in the qualifying examination X or its equivalent examination.
    (b)  Secondly with the candidates not qualified in TSPOLYCET-2017 and    passed SSC or its equivalent examination in one attempt with 35% aggregate marks with mathematics as one of the Subject in the qualifying examination in order of merit basing on the aggregate Marks out of 600/GRADE total.
Finally with the candidates passed in SSC or its Equivalent Examination compartmentally with 35% aggregate marks with Mathematics as one of the subject in the qualifying examination and in order of merit basing on the aggregate marks out of 600/GRADE total.

NOTE:  (Candidates belonging to NIOS / TSOSS/APOSS / CBSE / ICSE / OTHER Examinations recognized as equivalent to SSC of Telangana Government should have passed all Subjects including Mathematics, Physics and Chemistry with minimum of 35% Marks in each subject for eligibility and to seek admission. In the above mentioned order 11 (a) (b) and (c) for spot admission.)
Principals shall make sure of the eligibility criteria prescribed for admission before granting admission to the candidates into Polytechnics.
12. No candidate shall be admitted in spot admissions without original Certificates.
Principal shall obtain a declaration from the candidate as here under:
I declare that, I fulfil the eligibility criteria laid down for Admission into polytechnics and also certify that I am not suffering from any of the following diseases:
a. Mentally retarded

b. Blindness

c.  Deaf and Dumb

d.  Chronic Heart, Lung, Kidney and Liver diseases

e.  Muscular dystrophy.

f.  I shall also cannot claim any compensation or concession in case of any accident / damage caused to me during my course of study at the institution or at the place of training from the Principal of the Institution / Department of Technical Education, Government of Telangana.
Follow the rules of reservation and convert the seats from one reservation category to the other reservation category at each stage as mentioned in the Annexure.  For fee details refer the notification of TSPOLYCET-2017 which is also available on the website http://tspolycet.nic.in and for the certificates to be collected refer the TSPOLYCET  2017 Booklet.






When general reservation (BC/SC/ST) and special reservation category (NCC/SP/CAP) seats are diverted to open competition (OC) due to non availability of candidates in a particular local area and there are no takers for these seats (OC seats) in that local area then only these OC seats (General reservation/special reservation seats diverted to OC) are to be filled by the candidates of the other two local areas in the combined merit order treating them as UNR (UNRESERVED) OC Seats.
NOTE:

In Govt. Model Residential Polytechnics (G.M.R. Polytechnics) the vacant seats of

ST category shall be offered to ST candidates and SC seats to SC candidates only. Vice-versa is also not permitted and they should never be diverted even to OPEN category due to non-availability of ST and SC candidates. However the diversions can be made in respect of vacant BC seats (i.e) BC_A-> BC_B->BC_C->BC_D->BC_E.

The Principals of Government/Aided/Private Polytechnics in the state are well aware that the final phase of web allotments for admission into First year diploma courses in Engineering/Technology for the academic year 2017-18 were already placed on the website.  The candidates were instructed to report at the respective polytechnics latest by   21/07/2017.  The following guidelines are issued to the Principals to enable them to fill the vacancies during Institutional Spot Admissions.  Principals are requested to adhere to the time schedule and guidelines prescribed hereunder.
The Convenor did not collect the original certificates of the candidate at the time of granting the provisional admission. Hence, the Principals are requested to thoroughly verify all the original certificates and return them to the candidate except transfer certificate (T.C)  and collect only Xerox copies.

List of allotted candidates and vacancy position after conclusion of the web counseling are placed in the web portal.

Candidates have been asked to report at the respective Polytechnics on or before 21/07/2017 without fail.  Vacancy position (unfilled seats at the end of final phase of counseling) of all colleges is placed in students web site http://appolycet.nic.in while the vacancy of concerned college can be downloaded by logging in through college in the department site  http://appolycetd.nic.in. 
After conclusion of final Phase of Admissions certain representations are received from the candidates and also the managements of the Private Engineering colleges /Private Polytechnics in the states 

regarding Re-allotment/re-adjustment of the candidates on the pretext that Managements are unable to run certain courses due to lack of sufficient strength etc.

Accordingly, the Managements are requested to comply scrupulously with the following guidelines. Managements shall note that the Special Instructions now issued are applicable only in respect of candidates who are already allotted either in the 1st Phase or 2nd  Phase  or in the final Phase by the Convenor  but not for the candidates seeking fresh admissions or not allotted any seat during all the phases.  Such candidates shall invariably attend only for Spot Admissions.
Case-1: ALLOTMENT OF CANDIDATES TO ANOTHER BRANCH WITHIN THE SAME COLLEGE WHEN MANAGEMENT INTENDS TO CLOSE ONE BRANCH DUE TO INSUFFICIENT STRENGTH

The Managements who are unable to run a particular course/courses in a college are informed to submit a letter of closure and re-allot (slide) them into some other course in the same college if the vacancies still exist. For this purpose, they should enclose a written consent of the candidate and list of such re-allotments shall be submitted in the following format to the Convenor along with the spot admissions lists in person or by post.

This provision is not applicable to internal sliding of candidates from one branch to another branch when candidates exist in both branches and either of the branch is not closed.

Case-2: WHEN THE MANAGEMENT INTENDS TO TRANSFER ALL THE CANDIDATES TO ANOTHER COLLEGE/COLLEGES AND WISH TO CLOSE THE ADMISSIONS FOR 2017-18 IN ALL COURSES IN THE COLLEGE.

Certain representations are also received from the Managements that they are unable to run the college due to poor strength after final Phase of allotment and requested for Allotment of these candidates to some other college. In this connection, the college managements who intend to transfer these candidates have to contact the college/colleges to which the candidate are to be transferred and affect the transfer accordingly with the consent of Candidates and also producing No Objection Certificate (NOC) from both the colleges and submit the final list as per the following format for Verification along with spot admission lists seperately.


PRINCIPALS/MANAGEMENTS OF COLLEGES SHALL NOT CONTINUE ANY CANDIDATES WHO ARE NOT PRESENT IN THE CURRENT LIST OF ALLOTMENTS. THEY SHALL BE DIRECTED TO REPORT TO THE NEW INSTITUTION IMMEDIATELY.

Allotments/adjustments made as per cases 1 to 2 are eligible for fee reimbursement based on the candidates eligibility for fee reimbursement already granted by the Convener as per the existing rules. College managements shall verify the joining details entry before allowing such changes and candidates figuring in the cancellation list shall not be entertained.

How to arrive at the final vacancy position for spot admissions?

Unfilled vacancies at the end of final are placed in respective college login portals of http://appolycetd.nic.in. 

Deduct the number of vacancies after making adjustments as directed in Special Guidelines [Case 1 to Case 2].

Deduct the number of vacancies filled due to re-allotment from one branch to another branch (internal sliding) and add the resultant vacancies.

Add dropouts (joined and discontinued).

Add not reported cases.

Add cancellations.

The final vacancy for spot admission shall be arrived by considering A to F above.

Principals are requested to tally the vacancies with the number of candidates actually on rolls. Final number of vacancies shall be arrived at by adding number of left over seats, number not reported and number cancelled.

In Private Minority Institutions 50% of Polytechnic seats (Diploma seats) will be filled by the Convenor and 50% of seats are to be filled by the Management for which there is no  fee reimbursement. 




Fill the resultant vacancies after internal sliding with the candidates in the following order in the Institutional spot admissions and Spot admissions has to be completed on 28-07-2017 .

First with qualified candidates of A.P-POLYCET  2017   in order of merit, who have not taken admission so far. and secured 35% aggregate marks with mathematics as one of the subject in the qualifying examination  or its equivalent examination.

Secondly with the candidates not qualified in A.P-POLYCET-      2017 and passed SSC or its equivalent examination in one attempt with 35%  aggregate marks with  mathematics as one of the Subject in the qualifying examination in order of merit   basing on the aggregate Marks out of 600/GRADE total.

Finally with the candidates passed in SSC or its equivalent Examination compartmentally with 35% aggregate marks with maths as one of the subject in the qualifying examination and in order of merit basing on the aggregate marks out of 600/GRADE total.

NOTE:   Candidates belonging to NIOS  / APOSS  / CBSE / ICSE  / OTHER Examinations recognized as equivalent to SSC of AP Government should have passed all  Subjects including mathematics, Physics and Chemistry with minimum of 35% Marks in each subject for eligibility and to seek admission. In the above mentioned order 6(a) (b) and (c) for spot admission.
Principals shall make sure of the eligibility criteria prescribed for admission before granting admission to the candidates into Polytechnics.

The following shall be submitted at the end of spot admissions to the Convener , A.P-POLYCET-2017 Admissions in person, for ratification purpose on or before 02 -08-2017

After entering details of candidates admitted under spot admissions in the web portal, take print out of the same. The same list shall be signed by the Principal and shall be accompanied by the Xerox copies of certificates of the following in the  order.


The following documents in support of the admissions made shall be submitted as a spiral binding book. 

1.college covering letter signed by principal

3.printout of Details of candidates uploaded in the webportal signed by principal

4.Submit the Xerox copies of the documents of the  candidates in the same order as per the list  at S.No 7

The amount collected from the candidates of Spot admissions has to be submitted in the form of a single Demand Draft drawn in favour of the CONVENER,APPOLYCET-2017 (processing fee) payable at Vijayawada.
Students slided from one course to another course and also admitted through spot admissions i.e., left over seats of the convenor quota filled by managements subsequently are not eligible for the Post Matric Scholarship scheme (PMS) in terms of Go.Ms.66 SW (Edn2) Department dated:08-09-2011.

GUIDELINES TO FILL THE VACANT SEATS DURING INSTITUTIONAL SPOT ADMISSIONS
In any category (OC/BC/SC/ST/NCC/SP/CAP) seats, which are earmarked for women candidates, are to be offered first to women candidates only.  If women candidates are not available in that category then the seats are to be offered to male candidates.  The women candidates are also eligible to opt for male seats (General seats) in the combined rank order in any category (OC/BC/SC/ST/NCC/SP/CAP) when their own 1/3 quota of seats are completely filled.

If candidates (male/women) are not available in one reservation category, the seats are to be offered to the next reservation category as mentioned below.



(The cycle is to be completed for each category before diverting the seats to Open Competition (OC) in each region (Local area).  Diversion of BC category seats from one region to other regions due to non-availability of candidates in that region is not permitted.)

Example: 3. SC (Girl) SC (Boy)
The cycle is to be completed before allotting the SC category seats to the SC candidates of the other two local areas in combined rank order if candidates are not available in that local area.

Example: 4. ST (Girl) > ST (Boy)
If ST candidates are not available in one local area, the seats are to be allotted to ST candidates of the other two local areas in the combined rank.

If ST candidates are not available in any local area then the ST seats of each local area are to be allotted to SC candidates of the same local area in the combined rank order.

If SC candidates are not available in one local area the seats are to be offered to SC candidates of the other two areas in the combined rank.

If SC candidates are not available in any local area then the seats are to be offered to ST candidates of the same local area in the order of merit.
If ST and SC candidates are not available in any local area then the seats are to be diverted to OC (Open Competition) of the concerned Local area and filled.

In case of special (PH, NCC, SG, CAP) reservation seats, first the seats are to be offered to the candidates (male/female) as per the category of seats earmarked. If candidates are not available in one particular PH category the seats are to be allotted to the other PH category in the following order.

Visual  > Hearing Impaired  > Orthopaedic

The cycle is to be completed before diverting them to the general reservation category candidates (Male/Female).


The above procedure is to be followed for PH seats in all reservation categories (OC; BC-A/B/C/D; SC; ST).  Diversion of the special category seats from one category to other category and one local area to other local areas due to non-availability of candidates is not allowed. Candidates with more than 40% disability are only eligible for allotment of seat under PH category.  The PH certificate is to be issued by the District Medical Board Constituted by the Government of Andhra Pradesh/Telangana state as the case may be.

In case of non availability of candidates in the concerned category, the seat is to be diverted  its main category,

Example: unfilled BCB-Girl-CAP is to be diverted to BCB-Girl.

When general reservation (BC/SC/ST) and special reservation category (NCC/SP/CAP) seats are diverted to open competition (OC) due to non availability of candidates in a particular local area and there are no takers for these seats (OC seats) in that local area then only these OC seats (General reservation/special reservation seats diverted to OC) are to be filled by the candidates of the other two local areas in the combined merit order treating them as UNR  (UNRESERVED) OC Seats.

NOTE:

In Govt. Model Residential Polytechnics (G.M.R. Polytechnics) the vacant seats of ST category shall be offered to ST candidates and SC seats to SC candidates only. Vice-versa is also not permitted and they should never be diverted even to OPEN category due to non-availability of ST and SC candidates. However the diversions can be made in respect of vacant BC seats (i.e) BC_A-> BC_B->BC_C->BC_D->BC_E.

POLYTECHNIC COMMON ENTRANCE TEST -2017

The State Board of Technical Education and Training, Andhra Pradesh, Vijayawada will conduct 

“Polytechnic Common Entrance Test (POLYCET)” for the candidates seeking admission in to all 

Diploma Courses in Engineering / Non Engineering/Technology offered at Polytechnics / 

institutions (including Aided and Unaided Private Polytechnics / Institutions running as 2nd shift

in Pvt. Engineering Colleges) in Andhra Pradesh for the academic year 2017-2018.


  1. Eligibility to appear for POLYCET-2017.



Candidates who have passed SSC or its equivalent & recognized by the Board of Secondary 

Education, A.P., Vijayawada are eligible. The candidates who have compartmentally passed or 

appearing for SSC are also eligible to apply. However, they must have passed in all the subjects 

before seeking admission.

Detailed information regarding eligibility, age and syllabi etc. are given in the “POLYCET-2017

Instructions-Booklet” which will be available along with the APPLICATION FORMAT and is 

available in http://sbtetap.gov.in)

3.How to apply:

State Board of Technical Education & Training, AP, Vijayawada has made arrangements to file

online applications at various AP online/Helpline centres/ through payment gate way. The 

detailed list of these centres is available at http://sbtetap.gov.in website. In order to file 

application through these centers shall pay the examination fee Rs.350/- (Rupees Three 

hundred and fifty only) to the operator by the candidate. 

The detailed procedure of filing up of the application form is available in the instructions booklet 

along with the Application Format. Candidates are advised to read these instructions carefully 

before filing-up the Application duly filled in the application form is to be given to the Operator 

for filing Online.

  1. The Admission Schedule: The admission schedule (Web Counseling) will be notified in all 



leading Newspapers after declaration of POLYCET results. Candidates are advised to note that 

admissions into polytechnics for the academic year 2017-2018 shall be made on the basis of 

Web Counseling, where in candidates can opt for any course at any polytechnic in the order of 

priority and the allotment shall be made for his/her best preferred choice based on his/her merit 

and other admission rules in vogue. Details of Web counseling and helpline centres will be 

available on our website http://sbtetap.gov.in and shall also be notified in all leading 

Newspapers after declaration of POLYCET RESULTS.


  1. IMPORTANT DO’S FOR CANDIDATES.



 a) As separate POLYCET tests are being conducted by the respective States, The candidates 

of Andhra Pradesh intend to seek admission in to the courses offered in Polytechnics of 

Telangana State and seek admission under 15% unreserved quota offered in Telangana 

State shall appear for POLYCET conducted by Telangana.

 b) For admissions into State wide institutions located in Telangana State under the ratio of 

42:36:22 (AU/OU/SVU respectively) Andhra Pradesh local students need not appear for 

POLYCET conducted by Telangana State. 64% of the seats are aportionated to Andhra 

Pradesh local students in state level Institutions located in Telangana State. (A proposal 

has been submitted to the Government to this extent and the above statuses of 

admissions are subject to condition of Govt. approval.

 c) Please note that only one Hall ticket will be generated against an APPLICANT.

 d) Fill the SSC Hall ticket Number, Year of Pass and Date of Birth on the application by verifying 

your SSC Hall ticket /SSC Certificate or its equivalent, as the candidate data is taken from SSC 

database. 

 e) AADHAR number entry in application is mandatory

mee-Seva Caste certificate and mee-Seva Income certificate to be submitted in the counseling 

at the time of Admission. Prospective students may approach revenue authorities well in 

advance to avoid last minute difficulties. 

f) The candidate pertaining to the board other than SSC(CBSE/ICSE/NOS) has to visit any of the 

centres along with his photo for filing online application.
